Water for Fuel - Will it work in cars?

In a previous post I mentioned Archie Blue who ran his car on energized water. The September, 2006 issue of INC has an article on Page 99 that might prove Archie was way ahead of his time.
The article talks about Randell Mills, CEO of Blacklight Power who is turning conventional physics on its head. Conventional physics says whenever an electron moves closer to a nucleus, energy is released. That single electron in a hydrogen atom cannot get any closer to its nucleus.
Mills argues that this is not the case. When you heat hydrogen into a plasma, and adda catalysr like potassium or argon gas, he says you create a chemical reaction that forces the electron sphere to shrink, giving off up tp 1,000 times more energy than conventional combustion. It therefore would be possible to create a highly efficient energy source from water!
Most physicists are skeptical but some are not. Was Nikola Tesla and Archie Blue ahead of their time?
